The bunting is knotted in the middle and tied below the knot with a draping golden-brown rope. At the center of the rope swag, a rather scrawny eagle with outstretched wings perches on a shield. Framed by the bunting and the rope is a view of the Capitol building, like a view from a curtained window. The hazy perspective view of the long, low columned building angles back to the left, with the high central dome rising above against puffy white clouds. The building is printed in grisaille, or shades of a single color designed to produce a three-dimensional effect – in this case, light grey-brown with cream.
