What is this?

Deep circular bowl with a scalloped edge. Interior and exterior glazed white with royal blue covering the majority of the exterior. Near top, a white repeating design of stylized arrowheads, beaded garlands, and bands all surmounted by a chain of blue horizontal ovals.

This is a bowl from Germany. It is dated 1920–40 and we acquired it in 1996. Gift of Victor Wiener.
